Sendmail has a few settings that you can tweak if you are confident in
your abilities in a shell and editing sendmail.cf.  Note I have not
done this to a cobalt box so I don't know if Cobalt's special sauce
stuff overwrites sendmail.cf or not, but here are the relevant entries
in sendmail.cf.  Now if you tweak these up other services will suffer.
you can include a fallback MX if you have another server.  I would
recommend getting a bigger box though, adding more memory could
possibly help.

# load average at which we just queue messages
#O QueueLA=8

# load average at which we refuse connections
#O RefuseLA=12

# maximum number of children we allow at one time
#O MaxDaemonChildren=12

# maximum number of new connections per second
#O ConnectionRateThrottle=3
