The answers you've gotten so far deal with SMTP (outgoing mail). I don't
think, however, that they will deal with receiving mail in any way.
That's a longer story... can your users deal with just not *checking*
mail if the RaQ is down, but being able to send and knowing all their
mail was indeed received?
