No, the load average is not in percent. It is the average amount of
processes in the "running" state. I.e. the number of processes wanting to be
run by the CPU.
One CPU can (ofcourse) only run 1 program at a time.
Two CPUs can run 2 programs at a time.
A load average of 13 means that 13 programs is simultaneously competing for
the CPU.
A load average of 13 on a one-processor server is very high.
