I'd really only be confident that the box is safe if a restore CD was run on
it. You never know who got in there and did what while the other company had
it, and you don't want any secret 'backdoors' to still be hanging around.

Whether you clean it with a restore CD or not, you'll need to install all of
the updates since there's nothing on the machine other than the OS. Go from
the oldest update to the newest one - it will take a bit and you'll have
plenty of reboots along the way.

You'll like the RaQ4 - little things here and there make it nicer to work
with; from what I've seen on the list.
I've had a 3i with a 4 operating system, then a 4i, and now a 4r - love 'em
all other than the normal gui-grumbling.  :)
