Mike,
Try doing a traceroute to your IP. Bet you money it's not your machine, but
something wrong with your NOC.
If they're down, you won't be able to get to any sites on your machine until
they come back up.

If you don't know how to do a traceroute from your winbloze machine, just go
to www.samspade.org and just type in your IP, check the tracert button and
hit 'Do Stuff'.
