Firstly,
Thanks to pknutsen and Stephen @ host.ie for their help.
Thanks also to cobalt tech support for calling back.

Most European domain registries require a DNS record for the secondary
name server before completing a request for a new domain. The Raq4 does
NOT automatically put in this record. It only puts in a record for the
primary nameserver.
On the Raq4 one can put in the secondary nameserver record through the GUI.
Enter the normal DNS records using the GUI via Control panel ->DNS
parameters
i.e. A records and MX records if required.
Then modify the Start of Authority (SOA) Configuration for that domain
where you will be able to enter the secondary nameserver details.
After updating SOA changes, save dns settings and save again to restart
the name server.
To check that all records are in correctly you can use this handy webbased
DIG DNS tester http://www.accessindy.com/tools/dig.phtml
Again thanks to all that replied.
(p.s. I got my hand slapped by cobalt tech support for creating a .include
file and modifying the pri.domain file manually in /etc/named .....but hey
I learned something!)
