[cobalt-users] add/change user cannot replace etc/passwd

Everytime that I try to add an user or to change a user info to my cobalt3, 
I receive the message
"Cannot replace etc/passwd with $Ptmp"
Then if I try to add a new user one more time i receive the message: "the 
password file is locked"
If i go look in /etc/locks/ I have the file Ptmp. It is a copy of my passwd 
file with the new user added
If I try to delete all the file in locks I have the first error message again.

Any Idea how to fix it?
