I had this same problem. The general concensus seems to be that you need to
recompile your Apache PHP module, although I have also read about an
incompatibility between Raq3 PHP and libgd (something about a copyright
issue?.

Anyway, I couldn't figure it out so I tried upgrading Apache and PHP,
thinking this would recompile the relevant module. Instead I managed to
completely kill httpd - apparently I've still got some library
incompatabilities. I've given up and have got someone to take a look at it.

I think I created this problem when I tried to install GD in order to get
Webalizer2 running.
