Being that this is a widespread problem and has been discussed hundreds of
times before I find that hard to believe.
But anyway...

If they only upload with FrontPage it won't cause a problem. The problem
comes when they try to mix FTP with FrontPage.
Base point is, you don't touch FTP'd files with FrontPage, and vice-versa.
The RaQ4 has FrontPage set to work as "nobody" and if you just keep in mind
that you shouldn't FTP and FP the same file, you'll be fine.

Yes, if you take a look at the webalizer.pl file you'll see a very huge and
obvious comment about the password protection being commented out. However,
if you'd like to re-enable it, all you have to do is un-comment it.
I wouldn't recommend it though, as FrontPage has a whole slew of issues with
.htaccess files that it didn't generate.

Again, there are fixes for this many many times over in the archives. I've
posted the fix for this myself at least 3 or 4 times. Go into the
webalizer.pl script and locate the part where it changes the ownership of
the files after it makes them. Change the ownership to "nobody". FrontPage
will have no problem.
