Which is indeed odd. I've just checked our test RaQ3 which has NEVER been on
the internet (but has all the official packages on) and it doesn't have JOE
installed.

I've just checked 3 of our online RaQ3's and two of our online RaQ4's and
they don't have JOE on either.

I guess then, that either your colo-provider installed it, or maybe you did
via a product RPM without realising, or...
