yes. Telnet is NOT ssh. You need a ssh client to connect to a ssh server.
A good (free) client is putty
(http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html). Here you
can also find pscp, a windows version of scp to copy files without using ftp
(which is in essence as much insecure as telnet is)

Mind you: these versions of openSSH are vulnerable to. People have already
been hacked. It is still better to use ssh than telnet, but upgrade to a
newer version soon. (was mentioned on this list some time ago; serach the
archives)
