I think I solved my own problem, but I welcome feedback if anyone can
point out just how braindead I am/was.
httpd stop, *then* killall httpd did the trick
killall /usr/sbin/ahttpd seemd to do the same thing for the admin server
oh and yeah....(lest I forget) it *WAS* httpd.conf, NOT srm.conf that
controls the number of servers started, number of spare servers
etc....and WAS the file I edited.
