I'm posting this for Cobalt's benefit as it is possible they
are not aware of this particular "feature" of Mailman - it took me a
while to figure it out and I probably would have given up long
before I found the solution if I wasn't desperately trying to stop a
client from bailing...

If cron is working properly (Mailman won't function without
a working and smooth running cron), delays such as this are caused
by stale lock files which in turn are caused by list administrators
who don't logout from the admin pages (HINT). Putting everything
back in order is as easy as shutting Mailman down then going into
.../mailman/locks/ and deleting everything found within. After doing
so, it's also a good idea to go into ../mailman/qfiles/ and delete
any and all broken message parts, ie: file size 0 with a date of way
back when... or a half without the other half. Fire Mailman back and
make the admins logout and all will then live happily ever after.
