Not in FP 2000. (Although FP doesn't market itself for PHP editing.)
I pasted:

Saved it. No change.
But, this is all way off topic as the original question was how to publish
to the /web directory on a Cobalt server using FrontPage for a site that
doesn't have the FP extensions enabled.
