It doesn't look like an attack at all.
Instead it looks like someone who thought, that your server had proxying
capabilities (he's trying to connect to the SOCKS server).

It's a bad idea to just contact the ISP on each and every thing. At some
point they will have so many false reports, that they do not have time to
react on real hackers.
