Well, your client can have clients of his own within his own site - but if
you want your client to be able to add sites and siteadmins to the server
GUI, then - NO.  You'd have to give them your server admin password to do
this.

Unless you got real crafty and did some hunting around on automatic signup
scripts and shell tools.
