First you go to the Coablt Users List Archive:

http://list.cobalt.com/mailman/listinfo/cobalt-users/

and you type in something like:

RAQ4 and htaccess

and you get a response like:

http://list.cobalt.com/pipermail/cobalt-users/2000-December/027554.html

Follow the instructions and it should work fine.
