If you've properly added the user to the /etc/group file, that user will
be able to "cd" down to the sites directory and the cd back up to web
directory of any site, and then upload/download files for the sites for
which he was added to the group.

However he will NOT appear anywhere in the gui and will not be able to
be a site administrator on the gui.  To allow that you'd have to make
changes to how the gui sets up site administrators.
