There is a much easier way to do this.  If you are using WS_ftp,
which most people are familiar with, put 

-la

in the white box on the right hand side above the view button
and below the MkDir button.  This will show your hidden file or
in this case the .htaccess file

My understanding is that Cobalt makes all .ht files hidden

You can then delete the file or rename it with no problem.
