[cobalt-users] RAQ3 - Limit posting to email list to just one user - controlled mailshot

Is it possible to use a mailing list to non domain members (eg. general
world wide customers) but only 1 user may send emails to the list.

This could be used for a price list mail shot, newsletter whatever.

If you do not limit the people able to post then anyone sends anything and
it becomes a complete mess!
