While it works by shutting down processes which exceed a predefined
limit, rather than by time, I believe that you'll find that bgcheck
will keep things down to a low roar. I'm sure you can find a listing
for it on http://www.freshmeat.net/ - search for bgcheck.

	It's a simple, easy to install Perl script. Pay close
attention to the exception list though. You'll need to add users
such as HTTPD, postgres, admin, etc. in order to insure that
something important is not inadvertainly shut down.
