I've tried to compile both:
PHP as a DSO module: it compiles fine buth when I add the
LoadModule/Addmodule lines to the httpd.conf and restart apache it says
"Syntax error on line 33 of /etc/httpd/conf/httpd.conf.php:
API module structure `php4_module' in file /usr/lib/apache/libphp4.so is
garbled - perhaps this is not an Apache module DSO?

PHP as a static module with the latest Apache 1.3.14 also compiles but
when I try to start it, it gives a segmentation fault...
(But yes: apache 1.3.14 compiles and installs fine...)
Using PHP 4.0.4pl1... any suggestion...?
Good luck to you!
