This is possibly a far-out solution, but I had a similar problem
on a RaQ4R (you don't say if it is a 4R). I was trying to make
a backup drive, so put a new drive in the position that cobalt
says in the secondary, and it responded as you describe.
I swapped the (physical position) hard drives and it worked,
building me a new drive.
Only good for a 4R, but thought I would mention it.
