Well if you have telnet turned off then nobody can telnet in.  The only
other way in is by using ssh if you have it installed.  To make it come up
more often just uncheck "Enable Shell Accounts" in "Site Settings" or for
each user for that site uncheck "Telnet/Shell access" This is the "Cobalt"
way.

Reguardless you should verify that your ssh is safe (Unlike the Cobalt
package) and make good username and password combinations.  With ssh you can
do the key thing too.

You could also modify /etc/inetd.conf so that whenever someone "telnets"
port 23 they automaticly get /bin/badsh but I don't reccomend it for
security reasons.
