As do many email clients.  It's perfectly sensible - you can then 
select and delete the bits that are superfluous and put your replies
after the points to which you are responding, as you work your way down.

(Tony - your "reply-to" is causing my mail client to reply to 
you only, not the list, unless I manually change it.)
