[cobalt-users] Front Page Changing Permissions on Folders

For some reason whenever I access the main web site of a client's web 
site with MS Front Page 2000 and access folders on the site, this 
changes the permissions on the folders.  Then when a SITE 
ADMINISTRATOR attempts to access the folders to change or delete 
files using FTP, they are denied access (they can open and read the 
contents of the folder, but not change them or even add files). They 
can log in and view things liked normal, and even create new root 
folders.

Does anyone have any idea why this is happening?  Its happening on 
most of my clients' sites (about 40 so far).
