Those messages are normal, what those things are telling you is that after
you added or changed something to the httpd.conf file apache is stopping
and restarting.  Those are all good messages, nothing bad at all.  I have
not seen your post of the can't create, but make sure that you are
creating the frontpage users site and that they have atleast 5MB of disk
space left under on top of whatever quota you have given them.  If you
have given them a 10MB quota and they have 9MB of e-mail you will not be
able to add frontpage extensions.
