I had so many problems with Cobalt 2.1.1 package that I uninstalled it and
downloaded and installed the tarball for 

SSH Version OpenSSH_2.3.0p1, protocol versions 1.5/2.0.
Compiled with SSL (0x0090600f)

sshd version OpenSSH_2.3.0p1

As a result, my sftp client works, ssh1 and ssh2 works, etc. I also have a man
for both.

You might look at what is included in the Cobalt 2.1.1 pkg and see if it has
ssh and man. 

BTW, as I remember I installed 

zlib-1.1.3.tar.gz
openssl-0.9.6.tar.gz
bc-1.06.tar.gz

at the same time. No biggy - the install was fairly straight forward.
