Simply, it's the way Cobalt has implemented receiving mail by domain
name.

When you set up a "domain" on your Raq you're really setting up a
virtual host. Cobalt creates all user accounts (in /etc/virtusertable)
at that virtual hostname, and creates a master /etc/virtusertable entry
to convert www.domain.com to domain.com ONLY if you check "receive email
for domain name).

So your catchall has to happen at the "www" level.
