Yes, stats folder is owned by nobody

If I make the stats folder .stats will users still be able to get to the stats though the browser?

For a test, I fixed the pl file to chmod 777 all the files, I guess I will have to wait and see next
month to see if it will work. If not, then I will pursue other avenues
