[cobalt-users] log files not updating

I have some sites that are not producing the web.log file and also the
web.stat and web.cache.new files. not all sites are doing this. Also I
am not getting any of the ftp.log files some of these have not updated
for over a month. What could be casing theis I have install the last
to upgrades and it still does not work. also I shut down and
re-started my server. I am running a Rag3 (sometimes wish I wasn't)
