Check in the Knowledge base.  There is a discussion on several causes of
this error.  BTW where is the log file you are referring to located?

Hi folks!

Everytime somebody visits my site and the counter-script is executed, I get
the following warning in my log file. The Counter, however, seems to work.
Can somebody please explain to me what this warning means and what it is
caused by?

handler "cgi-wrapper" not found for: /home/sites/site1/web/counter.pl
