What RaQ are you working on? On the RaQ4 in the Site Settings at the bottom
it has a checkbox for "Suspend This Domain"... in case you've got a 4 and
didn't know that was there.
The problem might be that nopayment.com is a fake domain, not one that's
really registered and on your machine. There could be a reverse lookup (or
something) going on that's trying to get to the real nopayment.com that's
messing things up.
How about making that IP nopayment.yourdomain.com? That should work okay.
(Note I say *should*.)
