It is almost certainly not webalizer. The log rotation system however
is known to be a source of freezes.
I have often had to change the log rotation system on RaQs, when they
start getting so much traffic that the log rotation system simply make
the server hang.

Set up a small script that watches your server and saves information
to a file. Then you can just view that file after the hang.
