Yes, but only for personal use.  You have to keep in mind that to view the
ORSC based TLDs, a 'Net surfer has to either point their DNS lookups at the
ORSD servers, or have an ISP who does/will do so.  This in itself will stop
most people from viewing ORSC based TLDs.

Doesn't matter if AR started the .biz TLD before anyone even heard of .com.
The final judgement lies with the US DOC, and it's anyone's guess as to how
they will rule.  ICANN is nothing more than a group of people (with way too
much friggin power) that (supposedly) only makes suggestions to the US DOC.

If you do so choose to offer such a service, be sure to hire one hell of a
good attorney that knows Internet related law.  This is almost as bad as
"pre-registering" domains in the new TLD's that haven't been finalized.
Also, re-read my first response above.  Not many people will pay to host a
domain that's viewable by 5% of the 'Net population at most.

P.S. (For those of you who don't know, there's no such thing as
pre-registering a domain in the new TLD scope.  There's absolutely no
guarantee that you will get the domain you want even if you pre-reg it for
$10 mil.)
