[cobalt-users] Site Backup

Using the site control panel to backup, I selected the option to backup
all files(email,web, users).

The backup only contains the files that are owned by the site admin., and
no other users.

Is there a setting that needs to be changed to backup everything as the
control panel advertises, or does it not work as described?
