Whoops!  When typing this out, I forgot to add in the 133, 134 parts. The
above, once fixed, should actually be:
site22:x:134:admin
site23:x:135:admin,xxxxx

An added note: if you mess around with your group file, make certain that
you don't word wrap it.

Can anyone tell me what the 134, 135 stuff is? It goes up incrementally with
each site added, but I have no idea what it even represents.
