For starters, Control Panel -> Access Rights -> Public Site Access ->
Restricted. Now, only valid users can get to it.

As to shutting it down fully, that's a little more complicated. May I ask
why you want to do this?

Actually, I want to run a public web site from another machine which is
located on the same subnet as the Qube.  I can run this fine by putting it
on another port, but since I really don't need or want a public web site on
the Qube, I was wondering if I could disable it.

Obviously, I want to retain the admin site on port 81.
