Yikes.. Something tells me that if they are upping to a T1 there is no 
way they can work out 100MB.  Sometimes it pays to do some research.. For 
one (in the future of course) as the colo for various router IP's, there 
ASN, etc.. poll their routers via end to end ping times from various 
route servers.  Do traceroutes to see if they indeed have redundant 
routes.  Ask for references from current customers.. Ask to see traffic 
graphs..

At this point I would think you have a case to get some type of 
compensation or refund.  Did you use a CC?  Have you confronted them with 
this?  Did you get a LOS agreement?  Do they currently provide you with a 
traffic graph so you can see what type of bw in/out your server is 
getting?
