First, telnet to the box, then type:

         /etc/rc.d/init.d/httpd restart

then try it again. See if this works. Also, type:

         dmesg | more

to get a list of the messages the server gave during boot; this may contain
some useful information.

Others may have more ideas; let us know if any of this worked.
