[cobalt-users] RaQ2: Cannot convert from vanilla unix

When trying to add a user on one of our RaQ2s through the GUI, we're getting
the following error message:
"Cannot convert from vanilla unix to shadow password: 1280"
And when adding a user using useradd from the commandline:
"Unable to lock password file"
It also creates a file in /etc/locks like user-2239 which contains:
2239
/usr/admserv/cgi-bin/.cobalt/siteUserAdd/siteUserAdd.cgi
I've never seen this error in two years of using the RaQs. Any thoughts?
The GUI was used to add a user as recently as Friday and AFAIK there have
been no modifications that should have affected the ability to add a user.
FYI, the problem occurs on all sites and the passwords don't contain unusual
characters.
