I need for customers to be able to send email via pop to anyone.
Hang on, Glen. Not sure what you mean here. First off, which Raq are you using?
People SEND via smtp and receive via POP. They can do this on the Raq
out of the box. Are you having a specific problem? Are you seeking a
web-based solution? Not sure what you need here.
What do I install for POP before Relay?
The program with that very name. Take a look at the archives for
information -- pop before relay is a package installable via the GUI
interface.

BUT that program only prevents people who aren't users from using
sendmail on your machine by forcing authentication before the use of
smtp.
Using Outlook Express, can I set the log on to send option?
Almost any email client can do this but how does this control what
your customers do?
Is Qpopper a better answer?
For what? qpopper is a POP implementation.
Maybe you can explain what problems you're having and see what people
can do to help?
