I am my provider .. we are our own ISP and provide RACK space for others ..
I know that SMTP is not being blocked for anything inside ..

Are you sure it's not your access provider that's blocking the smtp?
Many of the larger providers are now doing that as a spam prevention
device. That's why many of us on this list are telling clients to use
their provider's smtp in the configurations of their email clients.
