I fixed the problem,
it was PORT SENTRY, id been post scanning my server and portsentry decided
to put my IP's in my host.deny file.

This happened to me a few days ago, admittedly nothing to do with
pop-before-relay, since I don't have it installed, but it was bind
doing something weird, so I restarted it and all seems okay now.
su
/etc/rc.d/init.d/named stop
/etc/rc.d/init.d/named start
(restart didn't work for some reason)
