The file you are looking for is this one:
ftp://ftp.cobaltnet.com/pub/contrib/binaries/RaQ4-RaQ3-POP-before-Relay-1.3p
re2.pkg
However, i've tested it on a RAQ3i, and it didn't work. The version 1.2
worked...

You can access the stats for all sites with the user 'admin' and the
corresponding password. Now for individual sites, you can use any
username/password pair for users that have been created for that virtual
site.
To allow anyone to see the statistics without being prompted for a
username/password, delete the file
/home/sites/siteX/web/stats/.htaccess
It might be difficult to see it in some FTP clients, as by default,
filenames starting with a period are hidden... The best way is to telnet the
machine with the admin account or with any account that is a member of the
site's group and has shell access. To delete a file in linux, do 'rm
<filename>'
