We have had numerous people totally destroy FrontPage functionality by
messing around in the site with FTP. We have been waiting for a solution
which will totally disable FTP on FP sites. The file ownership is only part
of the answer. People still manage to screw things up if they have any level
of FTP access into FP sites.

In my opinion, the new file ownership is a good thing. It just doesn't go
far enough yet.
