Sure, no problem.

You have to remember a few things:

        1. The script must have access to the adduser program
           (remember full paths)

        2. The script must have the right privileges (run PHP as root,
           set the adduser program SUID root or (they preferred)
           seperate the program into two layers - unprivileged and
           privileged).
