Yes.  This is *exactly* right.  Any and all files that are owned
by a user add into that users disk quota.  In fact, I have an
issue on our RaQ3i's here because the site admin's quota needs to
be fairly high, even though most of the site's administrators
also have other accounts.  The admin has to be greater that the
total sum of the "main" web data, unlike the RaQ2's where the
data that was on the main site didn't seem to add into the quota,
just what was in user directories.  The user that uploads a file,
owns that file unless they change ownership (chown) to another
user.  Once ownership is changed, unless the mode is full open
(770) for the same group they can't retake it, and if they give
it to someone not in the same group (group is site#) then it
would have to be full open all (777) to retake ownership.

Up the Site Admin's quota size to 50 Mb, give him half the size
of the site is the general rule of thumb I use, mainly because
who ever is the site admin has the ability to resize himself
anyway.  Also note the users *mail* box size factors into the
quota too.  I have a user on our RaQ3 that has 150 Mb of space
all to him self because he typically keeps 75-85 Mb in just
email.
