I have a relatively small number of accounts that are defunct and need email forwarding. In a couple of instances, I have gone into the aliases file and set forwarding there, with success (it works, and is reflected through the GUI). However, these accounts were set up first through the GUI. I have not seen a script for the Qubes that enable user creation from the command line (that you could include in a bulk user creation script).
Another issue I had for defunct accounts: I did not want the defunct accounts to retain their original password or disk allocation. Obviously, I don't want users who have moved on to be able to access the device. If you are doing bulk account creation, you will probably want a system that allocates random passwords. I was not able to figure out where to reallocate disk space through the command line, and ended up having to change that through the GUI -- this is just as painful as setting up forwarding addresses through the GUI.
