Carrie, have you tried using "find" to check all files anywhere
on the machine owned by your mom? This drove me nuts with one
user for a while, until I discovered the poor sod was in charge
of posting files to the FTP server for his workgroup, and all
of those files counted towards his quota as well.

find / -user mom

Something like this, run as root... "man find" if I'm wrong.
